About Campaign for Tobacco-Free Kids (CTFK)

The Campaign for Tobacco-Free Kids (CTFK) is a leading advocacy organization working to reduce tobacco use and its deadly toll around the world. The Campaign works to save lives by advocating for public policies that prevent kids from smoking, help smokers quit, and protect everyone from secondhand smoke.  A global non-governmental organization based in Washington, D.C., the Campaign promotes public policies that have been proven to reduce tobacco use and exposure to secondhand smoke, including higher tobacco taxes, comprehensive smoke-free laws, strict bans on tobacco advertising, promotion and sponsorship, and graphic warning labels on tobacco products. 
 
Internationally, the Campaign supports governments and non-governmental organizations in promoting and implementing these policies in low-and middle-income countries where more than 80 percent of tobacco-related deaths will occur in the coming decades. The Campaign is one of five partner organizations to coordinate activities under the Bloomberg Initiative to Reduce Tobacco Use, working with governments and non-governmental organizations to implement effective measures to reduce tobacco use. CTFK has active initiatives in low-and middle-income countries around the world where the highest rates of tobacco use are found, including in Indonesia. 

About the Role

The Policy Director is a strategic, experienced, and politically astute advocate responsible for providing strategic direction and coordinating CTFK’s advocacy efforts to advance tobacco control policy change at the national and subnational levels in Indonesia. Qualified candidates will have proven experience with policy development or policy promotion, and s/he will develop strategic direction in consultation with headquarters, in-country team, and local and global partners, to pass evidence-based, FCTC compliant tobacco control policies in Indonesia. The Policy Director will report to the Regional Director of South East Asia Programs of the Campaign for Tobacco-Free Kids. 

Purpose of the Role

Provide strategic vision and leadership to achieve legislative objectives that advance tobacco control goals in Indonesia including tobacco taxation, tobacco advertising bans, smoke-free environments, and graphic health warnings on tobacco products. 

Duties and Responsibilities

  • Provide strategic leadership in all aspects of TFK’s work in Indonesia and oversee the in-country team and align grantees to achieve program goals.
  • Apply strong working knowledge of the Indonesian political and administrative systems, the political process and key players to identify opportunities to advocate for changes in the following policies: increasing tobacco product taxation; implementing effective tobacco control measures, and exposing the tobacco industry efforts to undermine existing laws and public health goals.
  • Craft and deliver effective policy advocacy strategies built on trusted relationships with the highest levels of government.
  • Lead development of annual country strategies and work plans in close coordination with team and supervisor. Lead periodic review, adjustment, and implementation of country strategy/work plan and ensure grantee alignment and coordination to CTFK goals.
  • Work with CTFK’s global TakeAPart Initiative to monitor multinational and Indonesian tobacco companies and act to remove them as barriers to tobacco control progress, and coordinate Indonesian groups in these efforts.
  • Coordinate with global partners of the Bloomberg Initiative to Reduce Tobacco Use to promote collaboration and synergy.
  • Oversee Indonesian contractors including public relations firms, researchers, pollsters, and others.
  • Identify strengths and gaps within existing partnerships and formulate strategies to strengthen the capacity to build a stronger coalition of tobacco control partners.  
  • Maintain good communication with other CTFK departments and staff to help align shared vision and priorities. This includes bi-weekly conference calls, status reports, and occasional meetings in Washington D.C.
  • Prepare succinct monthly and annual donor reports for Indonesia in coordination with the team.
  • Perform additional duties as directed by the Regional Director, South East Asia Programs.

Skills and Experience

  • A minimum of ten years’ work experience in Indonesia in public policy, government affairs/relations, policy-oriented program management.
  • A strong track record of achieving meaningful changes to policy/regulatory environment in Indonesia through policy advocacy.
  • High-level familiarity with the political system in Indonesia, and in-depth knowledge of the complex formal and informal relationships that go into policymaking in the country.
  • Ability to draw on the existing network to engage key decision-makers and influencers important for tobacco control advocacy.
  • Strong strategic and analytical thinking skills and the ability to leverage creative partnerships in a challenging political climate.
  • Exceptional team building, leadership, and organizational skills.
  • Comfort working collaboratively in networks or coalitions to create a shared vision and set complementary work objectives.
  • Master’s degree or higher in political science, public health, economics, governance or law is desirable.
  • Fluency in spoken and written English and Bahasa Indonesia.
  • Ability to travel within Indonesia and internationally.
