About the Role

CBM is recruiting a Project Director to lead its Preventive Chemotherapy–NTD elimination portfolio in the Democratic Republic of Congo. This strategic role will oversee up to five donor- and CBM-funded projects, working closely with the Ministry of Health and other key stakeholders. The Project Director will work under the oversight of a project management committee, which includes leadership from the DRC Country Programme, ensuring strong alignment with CBM’s national strategy and priorities. The role requires strong leadership, a deep understanding of public health systems, and the ability to navigate complex partnerships to achieve sustainable impact. The position is based in the DRC and reports to the Head of NTDs.

Purpose of the Role

The Project Director will provide strategic, technical, and operational leadership for CBM’s PC-NTD programme in the DRC. The role is responsible for delivering high-impact programme outcomes, fostering strong partnerships with government and donor stakeholders, and building the capacity of national teams. It aims to contribute to the national disease elimination agenda by ensuring quality implementation, effective resource management, and robust advocacy and reporting aligned with CBM’s values and mission.

Duties and Responsibilities

Project Management:

• Lead and oversee the effective implementation of the PC-NTD projects, ensuring achievement of targets as per annual work plans;
• Provide high-level technical support to the Ministry of Health and partners;
• Manage and support project officers and finance staff to ensure effective, timely, and quality project delivery;
• Proactively manage risks and resolve project implementation challenges;
• Strengthen the quality of project implementation through supportive supervision, routine review of implementation data, and monitoring of project finances;
• Work with DRC-based and global M&E teams to strengthen mechanisms for collecting, cleaning, and reporting on routine NTD campaign data;
• Actively monitor financial performance by tracking expenditures against forecasts and targets in collaboration with project finance officers;
• Support and guide relevant team members in the development of protocols for evidence gathering, impact assessments, and operational research included in donor-funded projects;
• Plan and execute advocacy activities at the provincial level in coordination with technical teams and stakeholders;
• Harmonise project data reporting in line with donor and national requirements.
• Lead and comply with annual reporting requirements to donors;
• Represent the programme in direct communication with donor representatives, including during in-country visits and regular engagements; ensure clear, confident, and responsive communication to build trust and maintain alignment with donor expectations.
• Lead project teams in planning for and executing routine and ad hoc technical meetings in support of disease elimination efforts;
• Undertake other activities necessary to achieve the overall purpose of the position.
• Keep close collaboration and information sharing with the DRC Country Programme.

Staff Management and Leadership:

• Lead and motivate the project team to ensure effective and efficient delivery;
• Build staff capacity and ensure high-quality implementation and reporting;
• Provide mentoring, supervision, and coaching in line with CBM’s management system;
• Foster a team culture of performance, cohesion, and resilience;
  Ensure direct reports deliver on performance targets and uphold CBM values.

Project Finance Management:

• Oversee and ensure responsible management of project budgets;
• Collaborate with the project finance officers and other relevant stakeholders to align financial and programmatic operations;
• Ensure regular budget monitoring and issue resolution at both national and provincial levels of programme implementation;
• Oversee the validation of partner expenditures against approved activities and forecasts.

Skills and Experience

• Master’s degree (or equivalent) in Public Health, Parasitology, Epidemiology, International Development, Social Sciences, or Biological Sciences;
• Minimum of 10 years with an international development agency in a similar role, preferably with solid experience in NTDs;
• Proven senior leadership experience in INGOs or NGOs, managing complex, multi-stakeholder health projects at the national level;
• Demonstrated experience working with the Ministry of Health, national and international stakeholders on collaborative partnerships for disease elimination and systems strengthening;
• Demonstrated expertise in project setup, budget oversight, and resource management;
• Demonstrable experience in solving complex issues through analysis, definition of a clear way forward, and ensuring stakeholder buy-in;
• Proven ability to lead cross-functional project teams and build strong partnerships;
• Strong analytical and problem-solving skills focused on results-oriented problem-solving;
• Knowledge of key cross-cutting development themes, including gender, inclusion, and advocacy;
• Excellent communication, negotiation, and presentation skills;
• Ability to manage complex workloads and deliver under pressure;
• High learning agility and openness to digital tools;
• Professional proficiency in English and French;
