About the Role
Health Care Without Harm Southeast Asia (HCWH-SEA) is seeking an inspiring and strategic Executive Director (ED) to lead its regional office. As the chief executive, the ED will provide overall leadership, ensure program integrity, drive financial sustainability, foster team growth, and build strategic partnerships.
The ED will spearhead the development of HCWH-SEA’s new Strategic Plan, ensuring alignment with HCWH International’s goals. Working closely with the Global Team and network, the ED will expand programs, strengthen the organization’s regional presence, grow membership, secure diverse funding, and enhance HCWH-SEA’s influence within Southeast Asia’s health community and beyond.
Reporting to the HCWH-SEA Board of Trustees in the Philippines, with a dotted line to the Global Chief Program Officer, the ED will collaborate closely with the Management Committee and SEA staff.
This role requires a dynamic leader with a passion for advancing sustainability and resilience in the healthcare sector, strong management skills, and the ability to oversee a complex program portfolio. The ED will cultivate a collaborative, inclusive, and innovative culture rooted in justice, health equity, and environmental sustainability, while attracting, motivating, and retaining a high-performing team.
Duties and Responsibilities
Strategic Leadership & Governance
- Organizational Vision & Strategy: Lead the development and execution of HCWH-SEA’s strategy, set operational priorities, and oversee the Management Committee. Ensure alignment with HCWH International’s strategy while addressing regional needs and contexts.
- External Representation: Act as the primary spokesperson, representing HCWH-SEA at national, regional, and international forums. Build and manage key relationships with stakeholders, including funders, governments, civil society, and the private sector.
- Board Engagement: Strengthen and operationalize the HCWH-SEA Board, ensuring its effective functioning and informed decision-making. Organize regular meetings, prepare agendas, and support the Board in fulfilling its fiduciary and strategic roles.
- Global Collaboration: Represent HCWH-SEA on HCWH’s International and Global Coordination Councils, contributing to strategic development and global planning.
- Risk Management & Oversight: Monitor external developments impacting HCWH-SEA, identify and manage organizational risks, and adjust strategies as needed to ensure resilience and effectiveness.
- Advocacy & External Relations: Serve as HCWH-SEA’s public voice and regional advocate, effectively communicating the organization’s impact and engaging diverse stakeholders.
Operational Management
- Operational Planning: Develop, in collaboration with staff, a comprehensive operational plan that incorporates goals and objectives aligned with the organization’s strategic direction.
- Day-to-Day Operations: Oversee the efficient and effective day-to-day operations of the organization, ensuring they align with international priorities and meet the expectations of members, the Board, and funders.
- Policy Development: Draft policies for Board approval and prepare procedures to implement organizational policies. Review existing policies annually and recommend changes as appropriate.
- Financial Health: Assume overall responsibility for the organization’s financial health.
- Budget Management: Work with staff and the Global team to prepare a comprehensive budget.
- Resource Mobilization: Oversee the development of a fundraising strategy and plans to increase organizational funds. Participate in fundraising activities.
- Compliance: Ensure the organization’s financial sustainability and work with the Board to assess risks and mitigating measures. Guarantee financial transparency, ethical management, and sustainable practices.
- Legal & Regulatory: Ensure the organization complies with all its legal and regulatory obligations.
- Program Oversight: Provide leadership and coordination for the planning, implementation, and evaluation of HCWH-SEA’s programs, ensuring they are aligned with the organization’s mission and contribute to international priorities.
Team Leadership & Development
- People Leadership: Provide compassionate and accountable leadership to a diverse regional team.
- Culture & Well-being: Foster good communication within the organization, ensuring a quality information flow between departments and within the management hierarchy. Promote a work culture that values staff well-being, adherence to organizational policies, diversity, fairness, and mutual respect.
- Talent Management: Determine staffing requirements for organizational management and program delivery. Oversee the implementation of human resources policies, procedures, and practices. Establish a positive, healthy, and safe work environment in accordance with all appropriate legislation and regulations.
Qualifications and Competencies
Education and Experience
- Advanced degree in public health, environmental science, climate change, sustainable development, nonprofit management, or a related field.
- Minimum 10 years of senior leadership experience in public health, environment, climate, or social justice, preferably in Southeast Asia.
- Proven track record managing regional teams, partnerships, and multi-year projects/grants.
- Experience working with civil society, government agencies, multilateral institutions, and healthcare systems.
- Demonstrated leadership in strategic direction, fundraising, campaigns, and advising Boards of Trustees.
- Strong communication experience with public media, boards, staff, and key stakeholders.
- Solid record of mobilizing resources at regional and/or global levels.
